7/29/2011

The National Conference of State Legislatures teamed with the American Association of State Highway & Transportation Officials in a joint study looking in-depth at the funding and legislative oversight of all 50 states transportation programs.

This lengthy and comprehensive study, Transportation Governance and Finance: A 50-State Review of State Legislatures and Departments of Transportation can be found at http://www.ncsl.org/default.aspx?tabid=19117. The analysis is 230 pages long.

Of interest is an explanation of how each of the states’ legislative body and DOT work together in governing and managing the transportation funding. Another critical component covered is how the federal, State and local transportation funding is determined in the State budget and appropriations process.
